Cairo - Egypt
The Egyptian Ministry of Tourism and Antiquities announced the controls and procedures regulating the tourist and individual Hajj for the season of 1448 AH, corresponding to 2027, by Resolution No. 871 of 2026 published in the Egyptian Gazette, based on the Hajj Regulation Law No. 84 of 2022 and the Tourism Companies Law No. 38 of 1977 and its amendments.

Strict obligations on tourism companies

The Ministry obligated the companies working in organizing Hajj trips to adhere to the instructions of the Egyptian Tourism and Saudi Hajj Ministries, the health requirements issued by the Ministries of Health in the two countries, and the rules governing the “Nisk” platform and the “Rafeeq” application and all approved electronic means, in addition to the dates of pilgrims’ departure, while prohibiting dealing with any unofficial parties to obtain a Hajj visa.

Family connection: a maximum of five people

The controls stipulate that family connections are allowed to be registered with a maximum of five individuals per connection, and the rules of apology and replacement apply in cases of death or restriction of freedom. The remaining members of the connection may be replaced when there is a legal or legal impediment preventing their travel, after presenting it to the technical committee emanating from the Supreme Committee for Hajj and Umrah.
Prohibition of politics and photography inside the Two Holy Mosques

The instructions stressed the prohibition of propaganda works, the distribution of leaflets, the holding of gatherings, seminars, meetings, or marches with political goals, the raising of flags, slogans, or banners, and the avoidance of any actions that distract pilgrims from worship, while prohibiting political exploitation of Hajj, disrupting the security of pilgrims, or inciting sectarian strife, and prohibiting photography inside the Two Holy Mosques by any means.

Financial disclosure when traveling and returning

The controls require pilgrims to adhere to the provisions of the Anti-Money Laundering Law and its executive regulations, with regard to disclosing amounts of money, negotiable instruments, precious metals, or gemstones whose value exceeds ten thousand US dollars or its equivalent, upon arrival at travel ports or upon return.

The level is final after the draw
The Ministry confirmed that the levels of Hajj programs and means of travel become final after the lottery is held and may not be changed after that, with the tourism company obligated to the level agreed upon with the pilgrim, copying the acknowledgment and pledge specified within the controls on its publications and attaching it to the organization request, and listing it on the website for the central management services of tourism companies.
